Reading beneath the surface, however, one can see concern about making the line between black and white, slave and free as clear as possible. 36 This decision was a foreshadowing of the ways Spanish law would gradually but decisively counter colonial officials’ 33 R a c i a l S y s t e m s a n d t h e R a c i a l Pa l i m ps e s t ( 33 ) racial ideals and eventually contribute to the creation of a relatively large free black population. In the case of Virginia, the process of equating blackness with enslavement evolved over several decades and was a bit slower to take root than had been the case in sixteenth-century Cuba.

Now, rather than protecting whiteness or seeking to limit miscegenation, the idea was that racial mixing would help a country become whiter than it had been before. In this sense, the shift to embracing racial mixture was done in the hopes that African and indigenous influences would gradually be wiped out, or at least radically decreased. Telles describes the eugenicist underpinnings of early proponents of race mixing as whitening when he notes that scholars who were shaped by eugenicist thinking: accepted the racist predictions of black and mulatto inferiority but thought this inferiority could be overcome by miscegenation.
